GENERAL DESCRIPTION

Perform advanced (senior-level) analysis of computer systems, encompassing planning, evaluation, implementation and maintenance of law enforcement systems and their supporting infrastructure; this includes integration and management of vendor-provided solutions as well as custom-developed applications. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgement.

ESSENTIAL DUTIES / RESPONSIBILITIES

1. Implement, configure, and sustain vendor-provided and custom law enforcement systems for the agency. This includes system integration with other government entities systems and data, management of application updates and patches.
2. Implement client, web and database applications to automate data processing providing efficiencies through complex algorithms.
3. Create and maintain technical documentation for system processes, system designs and integrations with other systems.
4. Participate in reviews of technical documentation, system design documentation and integration documentation.
5. Implement and maintain system design, configuration and maintenance documentation for new and existing system solutions.
6. Identify issues and provide solutions to issues that arise during system design, implementation and maintenance.
7. Work closely with all project team members (including project managers, developers, testers and business partners).
8. Participate in meetings with technical and non-technical personnel.
9. Provide project updates and status to team leads and/or management.
10. Work on several projects, production issues and day-to-day operations at the same time.
11. Develop complex code using best practices and ensure the design and implementation fit within the system and requirements, ensuring performance measures are met.
12. Produce and review software deliverables and documentation throughout the design, development, testing and implementation phases.
13. Participate in peer code reviews and offer suggestions to improve code or correct potential design, functional, or performance issues.
14. Create, build, deploy and maintain multiple branches of source code ensuring proper segregation.
15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
16. Perform other duties as assigned.

GENERAL QUALIFICATIONS and REQUIREMENTS

Education Graduation from an accredited four-year college or university with a Bachelors Degree in Information Technology, Computer Science or a related field is required.

Experience Minimum of five (5) years experience performing systems administration and advanced technical computer work which includes the implementation, configuration, maintenance and integration of system solutions with other systems and data involving networks, databases, and applications; performing complex application and system analysis implementation, and new operating system/hardware compatibility and support is required. Five (5) years of the above work experience must include: three (3) years system administration and two (2) years software development/application experience. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification Must possess a valid driver license from state of residence.

Critical Organizational Infrastructure requirements This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. 791.4.

Regulatory knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Technology Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems. Knowledge of limitations and capabilities of computer systems; techniques used in the design of non-automated and automated systems; information technology equipment; applicable programming languages; computer hardware and software; computer operating systems; writing program code; automated mapping. Skill in installing and implementing programs.
Must have experience:
Linux and Windows Administration
Webserver Management of IIS, Apache, Tomcat
Dot Net Framework and Core Experience developing both web and client applications
PowerShell Scripting
Python

Preferred experience :
DevOps experience (Jenkins, Bitbucket, NPM, ANT preferred)
Experience managing ESRI ArcGIS servers
Familiarity with Geospatial data and databases
TAK servers system management experience
Experience with XML, SXLT, Node.js, JavaScript, CSS, React & BASH

Confidentiality and Protected Information Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and Travel Availability for after-hours and weekend work is required.

Current DPS employees who submit applications for posted DPS positions shall notify their immediate supervisor in writing.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
